Should the military be allowed to tell anti-gay jokes?

It's not a case of guys in the military telling anti-gay joke. It's a person in authority making anti-gay slurs. What people do in the privacy of their lives is their business, but what happened here is public behavior, particularly for someone supposedly tasked to be a good example.
