How would you explain the existence of this statement in the Qur’aan ?

I'm not going to lie that's a clever verse, with the addition of "will they then not believe?" As though its supplied some evidence with confidence and then asking a rhetorical question that gets you thinking. Its not telling people come on now you must believe. If anything it's directed at the believers
