My gravel road sits higher than my driveway. Which is posing major drainage problems. What to recommend??

My gravel road sits higher than my driveway area that is used to pull into my underneath the house style of garage. My house has a full poured concrete basement..1/2 garage 1/2 storage,etc. I just had my basement walls anchored with steel pier anchors and new drain tile reinstalled. Which they open into my driveway area which is gravel. I had to anchor the walls as one wall had moved approx. 8 inches due to settling and water drainage problems(no gutters now gutters) My problem is I have water that drains back towards the driveway area and sits from the road and the somewhat steep inclines from the yard on both sides of the driveway. This has been a problem for many years. I am at a loss on what to do. I am a young woman with no clue on who to call or where to begin. I spent alot of money on the foundation walls and need to tackle this problem now so i won't be dealing with the two retaining walls again in a few years. The water stands enough for bullfrogs to live each summer. Help!!
