What color looks best under blonde?

So, I am 11 and I'm dying my hair a Lauren Conrad blonde soon. My mom said that we can't go all the way blonde so I have to get another color underneath, like peek-a-boo. Since I'm only 11, I can't get neon colors. What color would look best?
